ENROLLMENT QUALIFICATIONS
Enrollment Information and Qualifications
Penfield is an income-based Early-Head Start and Head Start provider. We accept children aged four-weeks through 5 years, along with expecting mothers. Families are considered qualified based on income status as well as a points system that rates families in a variety of categories, such as:
- Experiencing housing instability that meets the definition of “homelessness.”
- Children placed out of the home due to child welfare involvement (i.e. Foster Care)
- Families receiving public assistance (SNAP, SSI, or W-2), and
- Families who meet or exceed the federal poverty guidelines.

Application Process
Penfield accepts enrollment applications for children throughout the year. We accept children into our programs based on availability in the program options (Center Based and Home Based).
To start the proccess, fill out the online Enrollment Interest form below.
In order to complete your child’s application – you must come in to finish the enrollment process. We have walk-in enrollment hours from 9am-3pm Monday-Friday. You will need to provide the following information:
- Proof of your Child’s Age: Original birth certificates, immunization record, or medical form that lists child’s DOB.
- Proof of your Family’s Income: Examples include but are not limited to: Employment W-2 or 1040 tax documentation from the PREVIOUS YEAR, Public Assistance Benefits Letter SNAP/W-2/SSI; and other types of verifications
